Abstract A confidential report on the implementation of the land reallocation scheme shows that the chief beneficiaries have been ruling party heavyweights and the peasantry merely useful tokens.
The findings of this land audit prompted President Mugabe to ask former Secretary to the Government Charles Utete to investigate it further. It was published in Aug 2003 (known as the Utete report).
