Abstract This agreement, signed in Cotonou, Benin on 23 June 2000, is essentially a trade agreement, replacing the Lomé Convention which had defined the trade relationship between the ACP and Europe. The agreement reflects the changes which have occurred internationally, whereby issues of rule of law, democracy and governance are now accepted as inseparable from economic development and trade, and "sovereignty" is no longer acceptable as a criterion for non-interference in the case of serious violation of internationally accepted norms of behaviour. The action on Zimbabwe by the European Union falls within the framework of this Cotonou Agreement, in particular with Article 96.
